Commissioner William Sederburg outlined the "serious negative impacts"&amp;nbsp;of the proposed 7% cut, especially on top of the recent 12% cut.&amp;nbsp; Enrollment is up 7% this year and&amp;nbsp;is up 22% over the past few years, illustrating that&amp;nbsp;even holding higher education&amp;nbsp;harmless would still have the impact of a budget cut.&amp;nbsp;&amp;nbsp;President Stan Albrecht of Utah State University,&amp;nbsp;President Matthew Holland of Utah Valley University and&amp;nbsp;President Stephen Nadauld of Dixie State College discussed the impact of budget cuts on research universities, regional universities and community colleges.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;A 7%&amp;nbsp;reduction in ongoing state funds for UALC would equal $186,300 out of the&amp;nbsp;$2,660,900&amp;nbsp;budgeted.&amp;nbsp; Fiscal analyst Spencer Pratt put forward a list of other options for eliminating the structural deficit in higher education, not as a solution, but&amp;nbsp;as a place to start discussions.&amp;nbsp; Pratt announced that all budgets would be reduced seven percent&amp;nbsp;before the first day of the legislative session.&amp;nbsp; The Higher Education Subcommittee will then have ten days to change, substitute or amend, then pass a base budget, after which the remainder of the session can be used to tweak or alter the base budget as needed.&amp;nbsp; The across-the-board cuts come in response to&amp;nbsp;a $650 million statewide deficit created&amp;nbsp;by many factors, including the general fund decreasing by approximately $1 billion since 2008, ongoing commitments that exceed revenues, and increasing costs of programs such as Medicaid and state employee retirement funding.&amp;nbsp;The session runs from January 24 to March 10, 2011.&lt;br /&gt;&lt;br /&gt;Members of this year's&amp;nbsp;committee include Rep. Lee Library began scanning books for the Internet Archive on June 22nd, 2009, and&amp;nbsp;recently reached the mark of one million&amp;nbsp;pages scanned.&amp;nbsp; The millionth page was from Volume 2 of Traite pratique d’artillerie navale et tactique des combats de mer, by Lewal, M. It is geared to students from grades 6-12 and adults entering the workforce. The site can help you chart your future and determine a number of variables: how much money you want to earn, careers that best suit you, where to go to college, scholarships and résume writing. &lt;br /&gt;&lt;br /&gt;UtahFutures is provided free to Utah residents through a statewide collaboration that includes: the State Office of Education, Adult Education, the Utah Department of Workforce Services, the Utah System of Higher Education, the Utah Office of Rehabilitation, the Utah Higher Education Assistance Authority (UHEAA) and the federal GEAR UP program. All partners used money from existing budget sources and not from new state money. Led by Randy Silverman of the University of Utah Libraries, the Project Task Force also includes representation from the highest administrative levels of the Utah State Archives, Utah State Library, Utah State History, Office of Museum Services, Utah Academic Library Consortium, Brigham Young University, and the LDS Church History Department.&lt;br /&gt;&lt;br /&gt;Beginning on September 4, 2009, the survey was available for eleven weeks. From a potential respondent universe of approximately 463 collecting institutions, 203 institutions completed surveys. Among the respondents to the survey, there were a large number of state and local government agencies, which are a group often overlooked in preservation planning. Public libraries, academic libraries, and history museums/repositories were the other leading respondent groups, although, all told, 16 different cultural heritage institution types completed at least one of the questionnaires.&lt;br /&gt;&lt;br /&gt;Initial findings of the survey project cover many topics of interest in preservation, including planning and funding; training; existing and planned preservation activities; environmental control, security, and disaster preparedness; preservation resource sharing; digital collections; and institutional information including annual operating and preservation budgets. MWDL'/><title type='text'>USU Library Involved in New Digital Collection</title><content type='html'>Utah State University and Design Workshop, Inc., a leading international landscape architecture firm, have partnered to create the &lt;em&gt;Design Workshop Landscape Architecture Archive and Digital Collection&lt;/em&gt;. The archive is a collaborative effort between Design Workshop, USU’s Department of Landscape Architecture and Environmental Planning, Merrill-Cazier Library’s Special Collections and Archives and the library’s Digital Initiatives Department.&lt;br /&gt;&lt;br /&gt;The archive features a collection of projects that highlights the firm’s Legacy Design philosophy, which focuses on an equal balance of four key elements: environment, community, economics and art. Julene Buter Named New BYU Library Director</title><content type='html'>Brigham Young University has announced the appointment of H. Julene Butler as university librarian at the Harold B. Lee Library, replacing Randy J. Olsen, who recently accepted the position of director of libraries in the Church History Department of The Church of Jesus Christ of Latter-day Saints in Salt Lake City.&lt;br /&gt;&lt;br /&gt;With Butler’s appointment, two additional changes in the leadership of the Lee Library were announced. Scott Duval, who has been the assistant librarian for L. Tom Perry Special Collections, has been named as associate university librarian. Duval will retain administrative responsibility for Special Collections and will assume additional duties dealing with development. Jeff Belliston has been named assistant university librarian for Scholarly Communication, Assessment and Personnel.&lt;br /&gt;&lt;br /&gt;Butler had been serving as associate university librarian at the Lee Library when she was named this fall as the interim university librarian. She has served the Lee Library administratively as chair of the General Reference Department and assistant university librarian for Public Services. &lt;br /&gt;&lt;br /&gt;“Julene’s extensive skills and experience have positioned her well to fill this assignment in the Harold B. Lee Library,” said Academic Vice President John S. Tanner. “She will provide continuity for several key initiatives currently underway. Members of the Utah Academic Library Consortium’s (UALC) Digitization Committee exhibited the compilations of digital collections from universities, colleges, public libraries, museums, and historical societies in Utah, Nevada, and Idaho to hundreds of interested educators. The Marriott Library was one of 16 institutions to receive 2009 NDNP funding. Since 2005, the Marriott Library has received three NDNP grants totaling over $850,000.&lt;br /&gt;&lt;br /&gt;Utah Digital Newspapers was initiated by the Marriott Library in 2002 and currently includes 700,000 pages from 50 Utah newspapers published in 27 of Utah’s 29 counties. Space is limited, so sign up as soon as possible to guarantee a spot.&lt;br /&gt;&lt;br /&gt;This year's program will be presented by the Library Leadership &amp;amp; Management Association (LLAMA). Here is their summary of the program: Traditionally libraries have used a wide variety of methods to track, measure and assess use of their resources and services. Although the concept of measuring the outcome of a program or service is not new in the profit and non-profit business world, measuring outcomes or desired and actual impact of programs and services is becoming the norm and - by many umbrella organizations and granting agencies - required. Through a combination of lecture, individual and small group exercises, participants will: understand the language of outcomes; be familiar with the application of outcomes measurement in library settings; be familiar with the appropriate process of using and integrating outcomes measurement into library programs and services; design outcomes for a library program or service; identify appropriate data collection and measurement for program or service outcomes; and, identify avenues for using outcomes results for planning and justifying existence, expansion and organization or reorganization of library programs, services and funding.&lt;br /&gt;&lt;br /&gt;If you have questions please contact Pamela N. The award was presented to Olsen April 16, 2009, at a special ceremony in conjunction with BioOne’s annual meeting of publishers, librarians, and partners. The Goldstein award was created in 2008 to recognize and encourage efforts to enhance the sustainability of communication within the scholarly community. Randy J. Olsen has held leadership positions in the Utah Library Association, the American Library Association, Research Libraries Group, Greater Western Libraries Association, Mountain Plains Library Association, and Utah Academic Library Council. Since 2002, &lt;em&gt;Library Journal&lt;/em&gt; has selected top library leaders who are "shaping the future of libraries," particularly in the area of technology.  Arlitsch was the driving force behind the Mountain West Digital Library (MWDL), which laid the groundwork for other digital collections such as the Western Waters Digital Library (WWDL) and the Utah Digital Newspapers (UDN). Agenda items included budget issues, database pricing, and promotion.&lt;br /&gt;&lt;br /&gt;While details from the stimulus package for libraries are still forthcoming, LSTA grant money will likely be fully funded. Subscription prices for the major electronic resources will stay stable for the next year. The EBSCO sole source has been approved for one year, with a one year renewal and SIRS pricing will remain the same this year.&lt;br /&gt;&lt;br /&gt;Future promotional activities will include involvement at the upcoming ULA Conference and possible improvements to the Pioneer web site. Since November, a campaign has been in place with FrontRunner riders, giving them easy access to all Pioneer databases on the train. The committee brainstormed ways of getting Pioneer more exposure in the press.&lt;br /&gt;&lt;br /&gt;The Pioneer Committee is made up of representatives from the Utah State Library, Utah Education Network, academic libraries, K-12 school libraries and public libraries. In 2008 NetLibrary was used a total of 18,101 times. Of the shared 2,299 titles, 1,985 titles were accessed. Since purchasing NetLibrary, 2,292 of the books have been opened a total of 121,844 times. The University of Utah Libraries include the J. Willard Marriott Library, the Spencer S. Eccles Health Sciences Library, and the S. J. Quinney Law Library.&lt;br /&gt;&lt;br /&gt;Aleph and Primo will be fully operational by January 2010 and will replace the University of Utah’s legacy system, which has been in use since 1997.  The new systems will enable library users to conduct a unified search of collections held by all four participating libraries, including digital collections.&lt;br /&gt;&lt;br /&gt;In announcing the contract award, Joyce Ogburn, Director and University Librarian at the Marriott Library, said “We are excited to be offering this advanced discovery system to our users.  Primo integrates perfectly with Aleph and can easily be dovetailed onto our existing SFX link resolver, providing us with a unified search interface for our print, electronic, and digital collections.
