First Free Online Webinar from UALC Professional Development Committee

The first one will be an introduction to the issues of health information literacy, and consumer health resources from the National Library of Medicine (NLM). Legislative Update January 19, 2011

The Higher Education Appropropriations Subcommittee met on January 19, 2011 to discuss the impact of looming budget cuts. Commissioner William Sederburg outlined the "serious negative impacts" of the proposed 7% cut, especially on top of the recent 12% cut. Enrollment is up 7% this year and is up 22% over the past few years, illustrating that even holding higher education harmless would still have the impact of a budget cut. President Stan Albrecht of Utah State University, President Matthew Holland of Utah Valley University and President Stephen Nadauld of Dixie State College discussed the impact of budget cuts on research universities, regional universities and community colleges.

A 7% reduction in ongoing state funds for UALC would equal $186,300 out of the $2,660,900 budgeted. Fiscal analyst Spencer Pratt put forward a list of other options for eliminating the structural deficit in higher education, not as a solution, but as a place to start discussions. Ten Board of Regents line items were mentioned as possible cuts for saving state funds, but UALC was not among them. All budget documents and committee discussions can be viewed at:

2011 Legislative Update for UALC

Legislative fiscal analyst Spencer Pratt presented the year's state budget to the Higher Education Appropriations Subcommittee on Tuesday, January 11, 2011. Pratt announced that all budgets would be reduced seven percent before the first day of the legislative session. The Higher Education Subcommittee will then have ten days to change, substitute or amend, then pass a base budget, after which the remainder of the session can be used to tweak or alter the base budget as needed. The across-the-board cuts come in response to a $650 million statewide deficit created by many factors, including the general fund decreasing by approximately $1 billion since 2008, ongoing commitments that exceed revenues, and increasing costs of programs such as Medicaid and state employee retirement funding. The session runs from January 24 to March 10, 2011.

Despite Cuts, UALC Database Use Increases in 2010

The number of searches performed in databases purchased by the Utah Academic Library Consortium increased 9% in 2010. Even during a time of statewide budget cuts and subsequently, a decrease in the number of databases available, this increase underlines the importance of online research for today's higher education students. A total of 17,571,348 searches were completed in UALC databases in 2010 by higher education students, as opposed to 16,140,255 searches in 2009.

BYU Lee Library Scans Millionth Page

The Harold B. Lee Library began scanning books for the Internet Archive on June 22nd, 2009, and recently reached the mark of one million pages scanned. The millionth page was from Volume 2 of Traite pratique d’artillerie navale et tactique des combats de mer, by Lewal, M. L; Bertrand, Arthus, published in 1863 in Paris by the Librairie Maritime et Scientifique. This work is the 3,014th book scanned for the Internet Archive program.

State Library Joins Utah Futures

The Utah State Library is making an investment in Utah’s workforce future by partnering with other state agencies to support UtahFutures.org, a free website that helps Utahns chose career paths. It is geared to students from grades 6-12 and adults entering the workforce. The site can help you chart your future and determine a number of variables: how much money you want to earn, careers that best suit you, where to go to college, scholarships and résume writing.

UtahFutures is provided free to Utah residents through a statewide collaboration that includes: the State Office of Education, Adult Education, the Utah Department of Workforce Services, the Utah System of Higher Education, the Utah Office of Rehabilitation, the Utah Higher Education Assistance Authority (UHEAA) and the federal GEAR UP program. All partners used money from existing budget sources and not from new state money. The web site has already received over one-million hits since October 2009.

“This web site is a valuable tool and greatly improves the chances of finding and following a career path for students and adults alike,” says State Librarian Donna Jones Morris. “UtahFutures is about a year old and is already seeing a large number of users and the State Library is proud to be a part of Utah’s future workforce.”

Council Meets at New Snow College Library

Members of the Utah Academic Library Consortium met in the new Karen H. Huntsman Library at Snow College on October 29, 2010. Jon Ostler, Snow College Library Director, gave the higher education library directors a tour of the 72,000-square-foot facility, complete with study rooms, cafe, an outside terrace and two high-tech auditoriums. Dixie State College is the next in line for a new library, which will be part of the new Holland Centennial Commons, also home of other student services, including registration, financial aid, advising and counseling, among other resources.

One million digital pages of Utah historical newspapers

UALC’s Staff Sharing Program Offers Funding for Hands-On Skill Development

Want to develop more skills for yourself or your employees? UALC’s staff sharing program provides funding for UALC member employees to train and work within other UALC libraries to develop beneficial skills for their jobs and organizations. Any employee, full or part time, that is employed in a member library may request a sharing opportunity with another UALC library. It’s as simple as working with their supervisor, director and host library to determine if the staff sharing opportunity would be beneficial, and completing the application. Individuals may apply for one staff sharing opportunity per year, and each library may apply for more than one sharing activity per year.

Statewide Survey Determines Preservation Needs

“Utah’s Connecting to Collections Project: A Statewide Preservation Initiative,” a 2009-2010 project funded by the Institute of Museum and Library Services, includes a statewide web survey on preservation needs, and a series of Town Hall meetings to discuss key findings of the survey and garner feedback from cultural heritage staff at institutions around the state.

The project is being directed by representatives of a diverse group of heritage repositories. Led by Randy Silverman of the University of Utah Libraries, the Project Task Force also includes representation from the highest administrative levels of the Utah State Archives, Utah State Library, Utah State History, Office of Museum Services, Utah Academic Library Consortium, Brigham Young University, and the LDS Church History Department.

Beginning on September 4, 2009, the survey was available for eleven weeks. From a potential respondent universe of approximately 463 collecting institutions, 203 institutions completed surveys. Among the respondents to the survey, there were a large number of state and local government agencies, which are a group often overlooked in preservation planning. Public libraries, academic libraries, and history museums/repositories were the other leading respondent groups, although, all told, 16 different cultural heritage institution types completed at least one of the questionnaires.

Initial findings of the survey project cover many topics of interest in preservation, including planning and funding; training; existing and planned preservation activities; environmental control, security, and disaster preparedness; preservation resource sharing; digital collections; and institutional information including annual operating and preservation budgets. USU Library Involved in New Digital Collection

Utah State University and Design Workshop, Inc., a leading international landscape architecture firm, have partnered to create the Design Workshop Landscape Architecture Archive and Digital Collection. The archive is a collaborative effort between Design Workshop, USU’s Department of Landscape Architecture and Environmental Planning, Merrill-Cazier Library’s Special Collections and Archives and the library’s Digital Initiatives Department.

The archive features a collection of projects that highlights the firm’s Legacy Design philosophy, which focuses on an equal balance of four key elements: environment, community, economics and art. Merrill-Cazier Library will add a new landscape architecture digital collection to its Digital Library and partner with LAEP to develop learning objects for students.

Assisting the project is Cheryl Walters, digital initiatives department head at Merrill-Cazier Library. “There really is no archive or digital library in the country that is tackling landscape architectural records in the way we propose,” said Walters. “We feel this is truly new territory, and we are very excited about the project.”

The project will become a new collection in the Utah Academic Library Consortium's Mountain West Digital Library.

UALC Participates in Utah's Library Snapshot Day

On Monday April 12, 2010 the Utah Academic Library Consortium (UALC) participated in “Snapshot 2010-One Day in the Life of Utah Libraries," Along with the Utah State Library (USL), Utah Library Association (ULA), the Utah Educational Library Media Association (UELMA, and other organizations, participants attempted to showcase what happens in a single day in libraries across the state.

120 Utah libraries participated and submitted over 300 pictures of students and patrons using the library. In just one day approximately 100,000 people visited these libraries, more than 120,000 items were borrowed, internet computers were used around 20,000 times, library staff fielded over 6,000 reference questions, and more than 11,000 people attended library programs and activities.

U of U Library Director Elected to National Post

Joyce Ogburn, University Librarian and director of the J. Willard Marriott Library, was elected vice-president/president-elect of the Association of College and Research Libraries (ACRL). Joyce will serve a one-year term as vice-president beginning July 2010, and in July 2011 she will assume the presidency. ACRL is one of the American Library Association's largest professional organizations, working with its 12,000 members work to promote and support approximately 2,300 academic libraries throughout the U.S.

H. Julene Buter Named New BYU Library Director

Brigham Young University has announced the appointment of H. Julene Butler as university librarian at the Harold B. Lee Library, replacing Randy J. Olsen, who recently accepted the position of director of libraries in the Church History Department of The Church of Jesus Christ of Latter-day Saints in Salt Lake City.

With Butler’s appointment, two additional changes in the leadership of the Lee Library were announced. Scott Duval, who has been the assistant librarian for L. Tom Perry Special Collections, has been named as associate university librarian. Duval will retain administrative responsibility for Special Collections and will assume additional duties dealing with development. Jeff Belliston has been named assistant university librarian for Scholarly Communication, Assessment and Personnel.

Butler had been serving as associate university librarian at the Lee Library when she was named this fall as the interim university librarian. She has served the Lee Library administratively as chair of the General Reference Department and assistant university librarian for Public Services.

“Julene’s extensive skills and experience have positioned her well to fill this assignment in the Harold B. Lee Library,” said Academic Vice President John S. Tanner. “She will provide continuity for several key initiatives currently underway. We are very fortunate to have Julene be able to step into this important role at the university.”

Butler received her bachelor’s degree in English and her master’s degree in library science from BYU, and her doctoral degree in communication, information and library studies from Rutgers University.

UALC’s Mountain West Digital Library Introduced to Utah Educators

October 5, 2009 -- SALT LAKE CITY, Utah – The Mountain West Digital Library (MWDL) was introduced to Utah teachers at the Utah Education Association (UEA) conference at the South Towne Expo Center in Sandy, Utah on October 1-2, 2009. Members of the Utah Academic Library Consortium’s (UALC) Digitization Committee exhibited the compilations of digital collections from universities, colleges, public libraries, museums, and historical societies in Utah, Nevada, and Idaho to hundreds of interested educators. This was MWDL's first year at UEA. “The response was amazing,” said Kim Rollins, UALC Public Affairs Coordinator. “Most of the people we talked to couldn’t believe such a valuable resource was free to the their students and to the public.”

Marriott Library Receives NEH Grant for Utah Digital Newspapers

July 6, 2009 – The National Endowment for the Humanities (NEH) awarded a $262,863 National Digital Newspaper Program (NDNP) grant to the University of Utah’s Marriott Library to digitize 100,000 pages of Utah newspapers published from 1870 to 1922 for the Utah Digital Newspapers collection. The Marriott Library was one of 16 institutions to receive 2009 NDNP funding. Since 2005, the Marriott Library has received three NDNP grants totaling over $850,000.

Utah Digital Newspapers was initiated by the Marriott Library in 2002 and currently includes 700,000 pages from 50 Utah newspapers published in 27 of Utah’s 29 counties. Digitized articles are available via a single online database that can be browsed or searched by keywords, article titles, weddings, deaths, and births.

Utah Digital Newspapers is important in helping preserve historic newspapers while increasing access for researchers, genealogists, and citizen historians.

Retreat to Focus on Outcomes in Library Measurement and Assessment

The UALC Professional Development Committee is pleased to announce that registration for this summer's retreat, "Incorporating Outcomes into Library Measurement and Assessment," is now open: http://www.ualc.net/2009retreat.html The retreat will be held on Friday, August 14, 2009 at the University of Utah. Space is limited, so sign up as soon as possible to guarantee a spot.

This year's program will be presented by the Library Leadership & Management Association (LLAMA). Here is their summary of the program: Traditionally libraries have used a wide variety of methods to track, measure and assess use of their resources and services. Although the concept of measuring the outcome of a program or service is not new in the profit and non-profit business world, measuring outcomes or desired and actual impact of programs and services is becoming the norm and - by many umbrella organizations and granting agencies - required. Through a combination of lecture, individual and small group exercises, participants will: understand the language of outcomes; be familiar with the application of outcomes measurement in library settings; be familiar with the appropriate process of using and integrating outcomes measurement into library programs and services; design outcomes for a library program or service; identify appropriate data collection and measurement for program or service outcomes; and, identify avenues for using outcomes results for planning and justifying existence, expansion and organization or reorganization of library programs, services and funding.

UALC Co-Sponsors Institutional Repository Conference

UALC, along with Utah State University and Berkeley Electronic Press, is co-sponsoring an upcoming institutional repository conference at the Merrill-Cazier Library on the Logan campus of Utah State University. Institutional Repositories: Disseminating, Promoting, and Preserving Scholarship will take place Wednesday, Sept. 30, 2009 from 8:30 am to 4:30 pm. The keynote speaker will be G. Sayeed Choudhury (Associate Dean for Library Digital Programs and Hodson Director, Digital Research and Curation Center, Johns Hopkins University) Other IR topics to be explored include IR platforms (Digital Commons, Fedora, CONTENTdm), Creating Managing, and Marketing an IR, and a glimpse into the possible future of both IRs and university digital publishing. UALC Wins Utah's Best of State in Educational Institution/Service Category

The Utah Academic Library Consortium has won Utah's Best of State in the category of Educational Institution/Service. The announcement was made May 4, 2009.

The Best of State Awards were created to recognize outstanding individuals, organizations and businesses in Utah. According to Governor Jon Huntsman, "Best of State recognizes those who are excelling and surpassing all else and who are the best of the best in their respective fields."

Judging was based on three criteria:
(50%) Achievement in the field of endeavor.
(30%) Innovation or creativity in approaches, techniques, methods or processes.
(20%) Contribution to improving the quality of life in Utah.

UALC and other category winners will be recognized at the 2009 Best of State Awards Gala in the Grand Ballroom of the Salt Palace on Saturday, May 30th. More information on the Best of State Awards can be found at www.bestofstate.org

Randy Olsen Receives Scholarly Communication Award

Randy Olsen, BYU Library Director, was honored by BioOne and the Scholarly Publishing and Academic Resources Coalition (SPARC) with its inaugural Howard Goldstein Award to Advance Scholarly Communication. The award was presented to Olsen April 16, 2009, at a special ceremony in conjunction with BioOne’s annual meeting of publishers, librarians, and partners. The Goldstein award was created in 2008 to recognize and encourage efforts to enhance the sustainability of communication within the scholarly community. Randy J. Olsen has held leadership positions in the Utah Library Association, the American Library Association, Research Libraries Group, Greater Western Libraries Association, Mountain Plains Library Association, and Utah Academic Library Council. He currently chairs the Library and Scholarly Communications Advisory Council at Brigham Young University and currently serves as a member of the Steering committee for SPARC.

University of North Texas MLS Program is Coming to Utah

The University of North Texas Department of Library and Information Sciences Master of Library Science program is coming to Utah. The next Nevada-Utah Cohort for the online program will begin in September 2009. Students can earn a master’s degree by participating in two four-day institutes (September 4 - 7, 2009 and January 15- 18, 2010), with the remainder of the instruction delivered on the web. The Web Institute will be held at Utah Valley University in Orem, Utah in the new library. Information about the program can be found at:

LJ Names U of U's Kenning Arlitsch as 2009 "Mover and Shaker"

Kenning Arlitsch, Associate Director for Information Technology Services at the University of Utah Marriott Library, was named one of the "Movers & Shakers 2009" in the March 15, 2009 issue of Library Journal. Since 2002, Library Journal has selected top library leaders who are "shaping the future of libraries," particularly in the area of technology. Arlitsch was the driving force behind the Mountain West Digital Library (MWDL), which laid the groundwork for other digital collections such as the Western Waters Digital Library (WWDL) and the Utah Digital Newspapers (UDN). Pioneer Committee Meets at U of U

Members of the Pioneer Committee met March 11, 2009 at the University of Utah Marriott Library to strategize future improvements to the online resources across the state, especially in light of the current budget cuts. Agenda items included budget issues, database pricing, and promotion.

While details from the stimulus package for libraries are still forthcoming, LSTA grant money will likely be fully funded. Subscription prices for the major electronic resources will stay stable for the next year. The EBSCO sole source has been approved for one year, with a one year renewal and SIRS pricing will remain the same this year.

Future promotional activities will include involvement at the upcoming ULA Conference and possible improvements to the Pioneer web site. Since November, a campaign has been in place with FrontRunner riders, giving them easy access to all Pioneer databases on the train. The committee brainstormed ways of getting Pioneer more exposure in the press.

The Pioneer Committee is made up of representatives from the Utah State Library, Utah Education Network, academic libraries, K-12 school libraries and public libraries. The EBSCO databases and some others used by Utah colleges and universities, are part of Academic Pioneer, the portion of Pioneer that is targeted to higher education.

MWDL Site Shows Increase in Visits

The Mountain West Digital Library (MWDL) is showing a marked increase in site visits. The last 30 days has shown an increase of about 500 visits, bringing the total number of visits last month to 3,440. MWDL had been getting approximately 100-200 new visits each month, but has recently seen a peak in new users, possibly due to MWDL being mentioned as the American Library Association's "Digital Library of the Week," and then being highlighted in The Scout Report.

David Buhler, Associate Commissioner for Public Affairs, Utah System of Higher Education, published the last weekly legislative report for March 2-6, 2009. Buhler states that "significant progress has been made in advancing Higher Education’s agenda. Budget cuts, while deep, are half of what had been projected, several higher education buildings have been funded, and all legislative priorities have either passed or are on track to passing in the final four days."

2008 NetLibrary eBook Use Announced

March 5, 2009 -- UALC's shared collection of ebooks, NetLibrary, is being used by patrons across the state. In 2008 NetLibrary was used a total of 18,101 times. Of the shared 2,299 titles, 1,985 titles were accessed. Since purchasing NetLibrary, 2,292 of the books have been opened a total of 121,844 times. Median uses is about 38.

Utah Academic Libraries Award Joint ILS Contract

January 23, 2009 – The University of Utah Libraries, in partnership with the College of Eastern Utah Library, have awarded a contract to Ex Libris for the Aleph integrated library system (ILS) and the Primo search and retrieval system. The University of Utah Libraries include the J. Willard Marriott Library, the Spencer S. Eccles Health Sciences Library, and the S. J. Quinney Law Library.

Aleph and Primo will be fully operational by January 2010 and will replace the University of Utah’s legacy system, which has been in use since 1997. The new systems will enable library users to conduct a unified search of collections held by all four participating libraries, including digital collections.

In announcing the contract award, Joyce Ogburn, Director and University Librarian at the Marriott Library, said “We are excited to be offering this advanced discovery system to our users. Primo integrates perfectly with Aleph and can easily be dovetailed onto our existing SFX link resolver, providing us with a unified search interface for our print, electronic, and digital collections. We are confident Primo will lay the foundations for future collaboration with other academic libraries in the region.”

UALC's Mountain West Digital Library Reaches 244 Collections

October 27, 2008 -- The Utah Academic Library Consortium’s Mountain West Digital Library hit a landmark number of digitized collections this month, with more than 244 educational, civic and historical society anthologies now being made available online. The successful joint project now includes over 202,000 records and can be accessed at http://www.mwdl.org/ .

The Utah Academic Library Consortium, an organization of all Utah academic libraries and the Utah State Library, met Friday, October 24, 2008 at Weber State University to discuss their latest cooperative ventures, including future development of the MWDL.
